No known cause: There is no known cause of pulmonary atresia with an intact ventricular septum, a congenital heart disease. It does not seem to be genetic. Now that ultrasound has discovered it, you and your doc can discuss the next steps. Here is a great pamphlet written for parents on it, by the British Heart Foundation.
