Yes: A weakened heart is unable to pump the appropriate output for the body's need .As a result pressure builds up inside and is transmitted back to the lungs.The elevated pressure causes a shift of fluid from the blood vessels to the lung tissue causing shortness of breath. The body reacts further by releasing hormones and restricting the kidneys that even promotes fluid retention.
