He has Chlamydia: In a high risk setting his test has to be falsely negative. If his penis has been inside of you then he has Chlamydia and needs treatment. I don't know when your last test was, but blame may not be a game to play here. Both need treatment. Untreated chlamydia can live inside humans for years.
