Firstly, I'm SURE the glucagon emergency kit for treating severe hypoglycemia IS available from pharmacies in Dubai, so the person over there you want to send it to could just go to the pharmacy and get it. However, if you want to send it, it should be OK, since the freeze-dried powder is quite stable. If it sat in the 140-degree (or whatever temp) sun for a long time over there, maybe not!
