Likely nothing: How was it or should it be determined that they didn't "need it" if they were recommended it be done? I'm thinking the psychiatrist made the recommendation. I can't imagine a PMD such as an internist simply "ordering it" and that a psychiatrist would do it without an evaluation and agreeing that it was an appropriate intervention.
