Psoriasis. : Without actually seeing and examining your skin it's tough to tell, but it sounds like psoriasis. If it is it's very treatable. See your doctor.

Varies: It varies quite a bit, some people do just have dry, flakey skin without underlying cause. Psoriasis is just one of many potential examples of an underlying condition that can cause what you are describing. Consider being seen.
