Not related: The rash is not likely to be related to the surgery. It can be drug or food allergy, drug either direct allergy or through photo sensitivity and sun burn. The critical question is if this mostly facial swelling and not rash. That will change significantly the differential diagnosis towards kidney versus vascular issues, among others.
