Circumcision: Repeated skin break down at foreskin is due to recurrent infect is an early phimosis, if does not heal with local medications will need circumcision.

Phimosis: Your husband probably needs to be circumcised. Those "cuts" will eventually be replaced by scar tissue and he won't be able to retract the foreskin. Tight foreskin is phimosis and unfortunately some uncircumcised men develop secondary phimosis, which is your husband's problem.
