Yes, but: Lou Gehrig's disease is predominantly associated with weakness and muscle atrophy, and the fasciculations are associated with the rest. If you lack weakness, possibly the muscle twitches are benign fasciculations. The neck issues may be associated with degenerative changes, and ALS doesn't cause neck arthritis.
