Too young...: It sounds like there is a back problem going on or some kind of nerve issue. tingling is a nerve symptom. The hard part is figuring out where it is coming from. I would see a Chiropractor.

Blood tingling: Interesting. If you put you finger tip there can you feel a kind of buzzing with each heartbeat? You MIGHT have a small aneurysm or other abnormality in one of the arterial branches. Its also possible to have a blood clot on the venous side. Have your family doc look and listen. If it starts to get painful or you get short of breath, go to the ER.
