Yes. It can: General visual side effects include double vision (28%), blurred vision (16%), and vision abnormality (3%) has been reported.
Concentration disturbance (2%) and memory decrease was mentioned in the package insert of the medication.

Blurred, eye muscles: Lamotrigine can cause blurred vision in about 1/2 the patients who take it because it can affect the internal eye muscles that facilitate focus. Double vision can occur in about 1/4 of patients because of similar receptors on the eye muscles. The blurry vision can be helped with glasses; see your eyemd promptly if you are having problems with Lamictal as the side effects can be dealt with.
