Yes.: Sometimes due to chronic inflammation the foreskin can either become adherent to the glans (tip) and this leads to painful erections. Sometimes the foreskin closes down and the opening is too narrow, causing it to inflate like a balloon during urination. This is a problem that can and should be fixed surgically by a urologist. Other problems can be associated with this. This is called "phimosis".
