Yes : Some kids start to develop really early these Dayaks and having a period around 8 is not unheard of

No: It is not normal. She needs to be evaluated for this. Typically a bone age ( X-ray of her hand) and lab work will be ordered. Depending on what those results are, she may need to see a pediatric endocrinologist.
