No: This has nothing to do with your blood pressure. If confirmed objectively, it suggests arterial for venous obstruction. Is your hand swollen? (would suggest venous disease) Does it hurt? Is it weak? (would suggest arterial disease). This should be evaluated immediately because if you have an arterial embolism, the next one could cause a stroke. Go to the ER.
