I diet and exercise continuously and cant seem to lose weight thyroid and testosterone is normal what could be causing it?

No reason: If you eat fewer calories than you burn up in exercise you will eventually lose weight. It is very frustration not to loose weight quickly but a slow and steady diet and exercise program will pay off. Very often people eat far more calories than they realize.
