I've noticed that at the upper thoracic region i have a small hump with almost no sense of touch there. could this be the cause of my brain fog?

Upper back numbness: No. The brain fog is more likely related to medications (valproate/Zoloft) or an organic depression. The thoracic numbness can occur from lifting weights with an avulsion of the spinous process. (Clay shovelers fracture) or other related sports injury. The numbness will resolve over time and the fracture is stable. See your prescribing physician to make sure the valproate level is not too high.
