Been to er ct scan of chest was normal but still getting the bluish tint to my nail beds. all blood tests were normal too.

When is it blue: Is it always blue nails or only when cold? Also is it just hands or feet too? I would suggest you discuss with your primary care provider. Keep a journal until you see them so if there is a pattern they will see it. Record temp and nail color as well as hands or feet or both.
