Unclear: Your questions are unclear. Jaw size discrepancy problems need to be addressed by an Orthodontist. They may also work in conjunction with an Oral Surgeon if the problem is severe. At your age, surgery may be indicated. Your lip may appear heavy because of the position of your upper teeth/jaw.
