Dermatitis : Can't see the image, but it could be fungal in nature..... Ask your doctor to take a look at it..... An anti fungal and a steroid cream could help this situation...

There is inflammation of both my ankles when I walk on rough surface, could this be diabetes?

Probably not: There are a number of conditions that can cause ankle swelling. You can get swelling within the ankle joint itself (called an effusion), or swelling in the tissue of the lower legs (called edema). Diabetes shouldn't cause either of these conditions. You likely have edema, which can be from leaky veins in your legs, to excessive salt intake, to your heart not pumping efficiently. See your doc.

Tincture of time: A first degree burn is one where the skin is red but there is no blistering. They also generally tend to burn or hurt. A true first degree burn should settle down in about 3-5 days. The redness and burning should be gone by then.
