Chronic pruritus: It sounds like this is chronic pruritus. If all labs and xrays are normal, then you should start around the clock antihistamines. I would see a dermatologist and discuss this possible diagnosis. It is not life-threatening but there are also new medications available.

Dry skin?: Dry skin is the most common cause for itching without a skin rash. Try using only Dove soap and then apply a moisturizer on your skin
