Small bumps covering forehead, no head to pop. not whiteheads, blackheads, or pimples. appear to be under the skin. i have oily skin. treatment?

Skin: Could it be allergic, infectious? If it's not pimples, I don't have enough to go on to help. Rashes are difficult, without seeing them. For oily skin, a mild sensitive skin soap, washing several times a day, should help.
