Nope: if you are experiencing a UTI you shouldn't have a sore throat. You may have an ongoing pharyngitis/tonsillitis.

Not unless: If you let an UTI get very serious and developing nausea and vomiting, then yes. But otherwise UTI's usually just cause painful urination(dysuria), frequent urination, blood in the urine(hematuria), and possibly flank/side pain.
