Well...: I doubt that it is your thyroid causing this suddenly, and it is possible. You could have a respiratory infection as well. Given that you have Diabetes you need prompt attention.

No: Small thyroid cysts do not cause phlegm or other effects on breathing. You would need evaluation as why you are having the phlegm. In addition, the thyroid nodules would need independant evalauation. We can of course discuss your diabetes.
