Don't rip it : Best to leave it alone. The tongue is very vascular meaning there are lots of blood vessels. You can bleed quite a bit from a tongue injury. Leave it alone and the body will heal itself.

Don't self-treat: What caused the "piece of skin?" is it from trauma, anomalous anatomy, neoplasm, etc. As the underside of the tongue is highly vascularized, you don't want to rip off anything. Like any other oral lesion, if it has not completely healed on its own in 14 days from onset, see an Oral Surgeon for diagnosis and treatment.
