It does not.: I hope you are healthy young adult. And you did not have a blunt trauma /injury to your chest by falling . The fluid does not build up by Ribs without any trauma. If so it is not normal. You may need Xray. If person has certain typer of Heart disease it can cause fluid accumulation in Lungs person becomes Short of Breath. From lung disease you may feel SOB and wheezing but no fluid build up.
