Toe Walking: Sounds like toe walking/ankle equinus. Where there is excessive tightness of the calf muscle/achilles tendon. If this condition doesn't improve with maturation then lengthening of achilles tendon is available.

Normal @ this age: When held upright, a forefoot approach to the support reflex is normal at this age.As they get older this proping response begins to give way to more leg flexing, the kid will begin to become more flat footed. As the begin to get to stand & cruise on furniture their common posture will generally be flat footed, but occasional toe walking can persist for years in normal kids.

Toe Walking: Toe walking to some extent is considered normal in a child with no other conditions. Conservative measures for the habitual or late toe walker include casting of the limb in the neutral position in a walking cast to encourage a normal gait and lengthen a shortened achilles tendon. A period of bracing follows. In the event that conservative measures fail, surgical lengthening would be indicated.
