Yes!: There is never a safe time to stare at the sun for "long periods of time". You can look at the sun for a few seconds, but then must look away to allow your retina to recover from that very intense stimulus for several minutes before looking at the sun in any sustained way again.

Sun exposure: I do not think that this would cause any eye damage but I still would not expose my eyes for long periods of time
