Probably: It is most likely that you are seeing your dorsal artery in you foot throbbing with each contraction of your heart. Cold feet don't mean much, as long as the color is good an the skin of the foot and toes seem healthy. Also seeing all the pulsing most likely means decent blood flow to the foor
