Peripheral neuropath: Peripheral neuropathy from nerve compression of the cervical neck vertebrae is worth exploring. A neurological examination of brachial plexus is warranted after a thorough cardiac evaluation rules out heart disease. Lighting shocks as you describe could also be manifestation of brain and nervous system disease so an evaluation needs to be done at your earliest opportunity

Not likely: While I don't know your entire medical history, based on your age alone it's quite unlikely. Also, if you are not having chest pain, palpitations, or shortness of breath, it makes the left arm pain all the more unlikely to be 'heart attack'/ischemia related. I would encourage your to have an in person medical evaluation as this could represent some compromise of the nerves. Best of luck.
