Depends: This could be gentile herpes, though herpes generally shows up as painful ulcers that can come and go. This could also be genital warts, a fungal infection, or something completely benign called pearly penile papules. All the same, you should see your physician during an active outbreak in order to be diagnosed and appropriately treated.
