Sun Burn: Drink plenty of fluid, take analgesics like ibruprofen. IF not improving it would be a dermatologist or your primary care. Cool water would help too.

2nd degree burn: It sounds like you have a 2nd degree burn from the sun. Make sure you drink plenty of fluids to stay hydrated then rinse your burn with cool water. Then clean with burn area with mild soap and water but try not to break the blisters. Pat the area clean with cloth or gauze. There is a small risk of infection and an ointment such as polysporin (bacitracin and polymyxin) may help. Finally, try Acetaminophen for pain.
