It's ok!,: It's very usual to gave asymmetric breasts and is ok. There are no risks If your girlfriend doesn't have any other problems including skin puckering, lumps ,nipple or areolar skin changes, nipple discharge and just has some ache before menses, she is ok. If she notices any of the other symptoms mentioned above, or has family history i she better see her primary care doctor to work up detail

It is normal: most women's breasts are different sizes, this is very common. if she notices that her breast is rapidly growing, if there is a discreet lump, or if she has nipple discharge she should see a physician.
