More info: Did puberty arrest, or is it still going on? Are periods regular, did they start and then stop, or did they never start? Any family history of late puberty? You might want to see a gynecologist or endocrinologist for an evaluation.

Late bloomers: You are what we call a late bloomer - someone who enters puberty later than most of peers. That does not mean at all anything is wrong with you. It actually can be to your benefit in the end - you'll end up taller in the long run, more time to develop to adult status emotionally before you "look the part". You need to be patient, because I have a feeling you'll be a tall, gorgeous hunk in no time!
