Not sure: I'm not sure about the wording of your question but progressive disc bulging at L4/L5 can impinge on a nerve as it comes out of the spinal cord. If this worsens you can develop weakness of the lower extremity on that side. You should have that evaluated by a neurosurgeon.

Not enough info: I assume you're talking about an exiting nerve root? It depends how severely the disc is pushing/compressing the nerve, if it is doing it at all. The fact that it is "progressive" doesn't automatically imply that it is doing this.
