Depends: For your age of 21, maximum heart rate is upto 199 beats per minutes. It is not unusual to have your heart rate at 150 beats per minute if you are excited, anxious, exercising , have fever or severely dehydrated. If your heart rate goes up slowly and comes down slowly, it is normal. Abrupt rise in heart rate to 150 and abrupt drop may indicate abnormal rhythm and needs evaluation with monitoring.

Depends: fast heart rates can cause weak hearts known as tachycardia induced cardiomyopathy. It can occur in as little as 3 mos . It varies from person to person as well as the underlying cause of the fast rate.
