Could be: It's hard to know without it being described more. Milia look like mini "white heads". But it could be a flat wart or sebaceous hyperplasia or a chalazion/stye. Sorry about the fancy words. Costs are dependent on if you have insurance and if it is cosmetic or not. Best of luck
