I was wondering does the fact a mouth ulcer isn't hurting any more mean it is healing?

Yes, but: Usually, ulcers are the most sore the first 3 or 4 days. They can last for as long as two weeks. HOWEVER a sore that doesn't hurt and is not healing, is a very big concern and needs to be seen ASAP.
