Yeah it can: In very very heavy users of cocaine, it wasn't so much dumber as crazier, with some users showing what was essentially a chronic brain syndrome that kind of looked like what you see in elderly demented patients. They were very depressed, anhedonic (no pleasure in anything) and looked a lot like chronic undifferentiated schizophrenics. Mephedrone even more so than cocaine, bath salts very toxic.
