Yes: tolerance to opioids is not total - for example the small pupils that people get after use, or some side effects like constipation, may not develop any tolerance at all. But to the kinds of things that cause OD - respiratory depression, reduced level of consciousness, tolerance develops in most people who are taking a regular dose. This leads to the need for higher doses, but is protective for OD.
