Possible phimosis: White marks/growths near the frenulum are concerning and should be investigated. 'Phimosis' is a condition where retraction of foreskin is not possible. It is caused by many conditions. Stretching will not work. Steroid cream or a circumcision can fix this problem. Please see your local urologist who can investigate this problem and fix it.
