No: Sagging breasts are due to the loss of chest muscle underneath the breast tissue. If a woman maintains healthy eating and exercise that includes strengthening the chest muscles, she will have much less sagging. Of course, skin and tissue in general weakens as we get older, and in old age some skin sagging is just normal.
