Left foot feels numb & cold but is warm to touch & back of left leg feels numb as well. could it be a nerve issue?

Yes: Yes. Nerves emerging from the low part of the spinal cord go to the leg. If one of those nerves is impaired (either as it leaves the spine or further down in its journey) that can cause the symptom. Also, some peripheral neuropathies (e.g. diabetes) may present unilaterally at first. See a doctor.

It could be.: Although the symptoms could represent a neuropathy (nerve issue), other potential problems must be ruled out. This merits a careful history, physical exam and possibly special imaging to clarify the underlying cause of the symptoms.
