No no no no no: That's like asking, "In order to ruin a casserole, don't you have to undercook the potatoes?" There are all kinds of ways to ruin a casserole, & stroke in pregnancy may be due to numerous causes of which BP is only 1. Stroke in pregnancy is a "heterogeneous" entity, i.e. may be due to a "laundry list" of conditions. Periodic reviews of it appear for clinicians in journals and textbooks on stroke.

No: there are many changes that occur in pregnancy. One of which is increase in blood clotting in pregnancy (overall... a good thing). There can be toxemia (with sky hi BP and stroke and many organ problems); but increased clotting occurs without it.
