May be normal but: This may be normal skeletal development in young child but consider evaluation by pediatric orthopedic doctor which may include X-ray skeletal survey.

Knobby knees: There are growth plates at the ends of bones, and in many pre-teens, especially boys in sports, the upper tibia below the knee has a bump that can be tender. In that case, it is called Osgood-Schlatter disease and treatment is rest. It may or may not relate to the flat feet, as flat feet can convey more forces up the leg and cause more knee strain. Start with visit to PCP, but PT/Ortho next step.
