Congenital?: If u mean the numbness has literally been there since birth, it is nothing to worry over. Like an absence of the nerves in that part is scalp (small birth defect). O/w, could be a nerve injury. In absence of pain or spreading, it's of no concern. If spreading, or there is a lump or deformity on the head, see a doctor.
