Unlikely: more than likely this is normal and related to small hair fiollicles that are blocked and show themselves in the birthmark skin. if there are red bases like a pimple it could be folliculitis but from your story, that sounds unlikely. keep that area covered with sun screen and see your primary care doctor if things worsen, over the counter hydrocortisine might be of benefit

"birthmarks": are classified into 2 categories. Pigmented (darkened skin), or Vascular ( blood vessel filled). In any case any mark on the body that has changed in size or consistency should be seen by a doctor.
