Get eval: You may have some vascular or heart issues causing the fluid retention in your feet, and the tingling is a sign that your nerves are being irritated or pinched/inflamed in some way, thus causing your "parasthesias." You would benefit form a good evaluation. Best wishes.

Swelling is the key: Tingling and numbness can occur from swelling of itself. Swelling causes compression of nerves giving such symptoms (Compression neuropathy) . Other considerations include circulation and peripheral neuroapathy.
