Many possibilities: There are so many factors that influence how a person socializes: cultural learning, anxieties, substance-use, and often, volition. Sometimes a person doesn't want to behave in the way others expect. Natural consequences often educate and highlight what is socially appropriate or desirable. Now, that being said, some people do not read social cues well. Degrees of autism can be a factor.
