If an elderly person has developed td-like mouth movements from low-dose seroquel (quetiapine) can she stay on this med or would the muscle movements get worse?

Reason to stop: Seroquel, (quetiapine) and all other medications in the class of neuroleptics or anti-psychotics can cause this problem. Unfortunately it can be irreversible or continue to get worse. For this reason these medications are used as a last resort. Other medications can combat the side effects, although they can cause confusion in the elderly.
