Bad omen: A decreasing HCG is a bad sign. You can still have the pregnancy inside of you, but likely there will be a spontaneous abortion soon if it has not happened already. You would need ultrasound testing to evaluate the status of the fetus, but sounds like fetal demise has occurred. Hopefully you have been seen by a gynecologist.

Pregnant, yes: If your hCG is anything over about 10 you are pregnant. Guaranteed. We can't tell you how the pregnancy is going based on only these findings, although its unusual for a quant to drop.
